George Kenney was the Acting Head of the US State Department Yugoslav desk in 1992 when the Balkan conflicts became serious. He was initially impatient withe the US administrations lack of response to what he then believed was a humanitarian catastrophe caused by Serbia. By late summer he had decided to resign in protest.
Over the next few years Kenney maintained a close interest in US Balkan policy, keeping in close touch with many of the contacts he had made in government.
