The illegal bombing of Kosovo was timed to celebrate the 50th anniversary of NATO and assert  its new proactive future role. Only two days earlier in Chicago  the British prime minister Tony Blair proclaimed ‘The Doctrine  of the International  Community’ saying ‘we cannot afford to turn our backs on conflicts and the violation of human rights within other countries if we want still to be secure.” Kosovo provided the template for the war on terror long before 9/11.
