In Bosnia,<br \/>\nthe Serbs lost, which &#8211; given their militias&#8217; propensity to<br \/>\nmassacre tens of thousands of Muslims &#8211; seems only fair.<\/p>\n<p>And Bosnia at peace under Nato is better than Bosnia at the<br \/>\nmercy of its own home-grown murderers. I far prefer driving<br \/>\npast a British, German or Swedish tank on the road from<br \/>\nSarajevo to Banja Luka than the drunken rapists of Arkan&#8217;s<br \/>\nWhite Eagles whom I used to come across six years ago.<\/p>\n<p>Plastic cups were a must in my car &#8211; to avoid drinking directly<br \/>\nfrom the bottle of plum brandy that these odious men would<br \/>\nthrust angrily towards my lips. But that was then.<\/p>\n<p>So why, I ask myself, do the follies go on? In Vietnam, they had<br \/>\nthe five o&#8217;clock follies (the daily news briefings). During the<br \/>\nKosovo war, Nato&#8217;s follies started in Brussels at midafternoon.<br \/>\nIn Bosnia, the S-For follies &#8211; and those of the Organisation for<br \/>\nSecurity and Co-operation in Europe (OSCE) and the UN &#8211;<br \/>\ncontinue still. They start twice a week at 11.30am.<\/p>\n<p>And The\u00a0Independent can today print the entire transcript of what S-For<br \/>\nhad to tell the press in Sarajevo at their first meeting this<br \/>\nweek. &#8220;S-For has no statement today,&#8221; Captain Susan Gray<br \/>\ntold us. And that was that.<\/p>\n<p>No mention of depleted uranium, no reference to the surge in<br \/>\ncancers among Serbian civilians close to Nato&#8217;s 1995<br \/>\nbombings, no suggestion that S-For might have some interest<br \/>\nin researching the cancer and leukaemia outbreak &#8211; if only for<br \/>\nthe safety of its own soldiers. No, S-For has no statement.<\/p>\n<p>It&#8217;s a bit like reading the Nato-led army&#8217;s house newspaper,<br \/>\nthe unhappily named S-For Informer. You&#8217;d think that any<br \/>\nmilitary-oriented journal would carry an article or two about the<br \/>\nsubject preoccupying Nato governments and Western armies:<br \/>\nDU. Yet those letters do not sully the pages of the S-For<br \/>\nInformer.<\/p>\n<p>There are stories aplenty about S-For&#8217;s Christmas<br \/>\ngoodwill towards the children of Bosnia, about Lord<br \/>\nRobertson of Port Ellen&#8217;s visit to Bosnia and Franco-Canadian<br \/>\nmilitary co-operation; there&#8217;s even a brief reference to the<br \/>\ndiscovery of a cache of arms belong-ing to &#8220;anti-Dayton<br \/>\nelements&#8221;. Three-quarters of the back page is devoted to<br \/>\nS-For soldiers&#8217; opinions on the Bosnian winter. &#8220;It&#8217;s a bit like<br \/>\nautumn, only colder,&#8221; says Flight Lieutenant Jo Goodwin of the<br \/>\nRAF. So you can forget DU.<\/p>\n<p>True, there were statements at the S-For follies from the<br \/>\nOSCE and UN and the High (sic) Representative about<br \/>\ncompensation payments, local election results, the first<br \/>\ncollective Bosnian UN observer team to start duties abroad<br \/>\nand the implementation of property laws.<\/p>\n<p>Only when I asked\u00a0why the assembled officials didn&#8217;t seek a World Health<br \/>\nOrganisation (WHO) investigation of DU and the health of the<br \/>\ncivilian population here &#8211; as Bernard Kouchner has done in<br \/>\nKosovo &#8211; did the UN&#8217;s man tell us that S-For had been asked<br \/>\nfor a list of &#8220;contaminated [sic] sites&#8221; and that a UN team may<br \/>\nsoon start research on this very subject in Bosnia. How soon<br \/>\n&#8220;soon&#8221; was, no one knew.<\/p>\n<p>It&#8217;s a very odd situation. Question any Nato officer at S-For<br \/>\nheadquarters why they aren&#8217;t themselves looking at the cancer<br \/>\ndata available in local hospitals and you&#8217;d think you&#8217;d just<br \/>\nasked a question about their sex lives. &#8220;Your articles are<br \/>\nemotional and are stirring up civilian fears,&#8221; I was gravely<br \/>\ninformed &#8211; as if suffering and dying of unexplained cancers<br \/>\nwouldn&#8217;t worry a soul.<\/p>\n<p>Last week, too, S-For announced that after examination by its<br \/>\nGerman contingent at Hadjici, DU rounds found there &#8220;pose<br \/>\nno significant health hazard to the local population or S-For<br \/>\ntroops&#8221;. The &#8220;local population&#8221; at Hadjici is now Muslim. But<br \/>\nS-For did not investigate the health of the population who were<br \/>\nat Hadjici at the time of the bombings &#8211; who were<br \/>\nSerbs.&#8221;S-For is not Nato,&#8221; I was also admonished &#8211; and I can<br \/>\nsee why some non-Nato S-For troops would like the<br \/>\ndissociation. But Nato&#8217;s star logo adorns S-For statements, it<br \/>\nappears above the heads of its briefers at their follies and<br \/>\nS-For statements often direct readers to Nato websites. When<br \/>\nthere are statements, that is.<\/p>\n<p>Yes, Bosnia at peace under Nato is certainly better than the<br \/>\natrocity-filled war I experienced here more than five years ago.<br \/>\nAnd that was one argument privately used on me after the<br \/>\nS-For follies to deflect questions about DU. But here the logic<br \/>\ngoes grey. Ending mass murder does not, surely, entitle us to<br \/>\ncontaminate the land of the survivors.<\/p>\n<p>To be fair, there are Nato men who understand all too well the<br \/>\nimplications of the DU debate. &#8220;It would be the job of the BiH<br \/>\n(Bosnia-Herzegovina) government to initiate the research you<br \/>\nare talking about,&#8221; another officer remarked to me. Then he<br \/>\nadded, quietly: &#8220;How can we get the BiH government to start<br \/>\nan inquiry?&#8221; But of course, there is no way. The Bosnian<br \/>\nauthorities are beholden to Nato. They think it&#8217;s Nato&#8217;s job to<br \/>\ninvestigate DU. They won&#8217;t rock the boat.<\/p>\n<p>So there you have it.
